As Director of Rautaki Solutions, Dr Carl Ramage leads a specialist consultancy supporting the assessment, authorisation and commercialisation of genetically modified (GM) and gene‑edited products across agriculture, industrial biotechnology and human health.
Carl’s core strength is translating complex biosafety and regulatory requirements into practical, auditable pathways to market. He has led or contributed to end‑to‑end regulatory programs covering technical dossier preparation, risk assessment support, Compliance Management Plan and Contingency Plan development, trial compliance protocols, in‑trial and post‑trial monitoring, and annual reporting to the Office of the Gene Technology Regulator (OGTR).
His experience is grounded in delivery across more than 20 intentional release licences under Australia’s Gene Technology Act and Regulations, spanning limited and controlled releases and commercial authorisations. This includes GM field programs in broad acre crops and forages, as well as commercial and contained applications such as tumour‑selective GM viruses for cancer therapy, fermentation/processing of recombinant proteins for food, and controlled infection clinical trials.
In parallel, Carl advises product developers and industry organisations on positioning modern gene‑editing approaches (e.g., SDN/CRISPR-derived products) against evolving regulatory definitions and stewardship expectations, ensuring that development, field evaluation and market-entry activities remain aligned with biosafety, traceability and quality system requirements.
Carl is also the sole Excellence Through Stewardship and Plant Breeding Innovation Management Program auditor in the South Pacific, helping organisations implement product stewardship programs and quality management systems across the full product life cycle, from R&D to launch, scale-up and post‑market obligations.
