Colby Raley is a strategist in Microsoft’s New Zealand Public Sector team, working across health, social services, and central government. She focuses on improving service delivery and organisational performance through digital transformation, strategic change, and the responsible adoption of artificial intelligence.

 Colby brings a system-level perspective shaped by close collaboration with government agencies, sector leaders, and technology partners in New Zealand and internationally. Her work centres on helping organisations translate emerging technologies into practical, scalable solutions.

Before joining Microsoft, Colby led large-scale public sector transformation programmes, with responsibility spanning strategy, delivery, and change in complex government environments. Earlier in her career, she led applied research initiatives overseas, concentrating on real-world applications of emerging technologies.

She is actively involved in New Zealand’s digital health and AI ecosystem, contributing to cross-sector initiatives focused on innovation, governance, and building trust in new technologies.
